The CV1 Education Center is designed to allow us to provide a variety of trainings related to victims’ rights, compliance, and enforcement.
Background
Not long ago victims of crime had few rights in the criminal justice system and had no voice. Often, victims only participated in the process because they were witnesses or evidence in the case. There has been enormous progress, but we have much more to do to improve victims’ rights compliance and enforcement.
Today, every state has laws protecting and relating to victims/survivors of crime and a majority of states have amended their state constitutions to guarantee these legal protections. This is important because constitutional rights provide enforcement remedies for violations of victims' rights.
The federal government created a Victims’ Rights Ombudsman program to help victims of federal crimes. They receive and try to resolve victims’ rights complaints. Some states are implementing similar programs. More states are implementing Victims’ Rights Legal Clinics to help improve victims’ rights enforcement efforts. Texas is among the victims’ rights enforcement leaders providing standing to victims of crime to enforce their rights constitutional rights,
but there remains limited training and resources available to address victims’ rights issues and complaints.
Victims' rights enforcement is the next step towards fulfilling the promise to victims of crime. In most jurisdictions, victims' rights have been on the books for over twenty years. It is time to treat these rights as legal protections and to increase accountability.
Victims’ Rights Compliance and Enforcement Training
This training is designed for anyone who wants to expand their knowledge, skills, and abilities regarding the legal rights of crime victims, compliance, and enforcement. This training provides theoretical concepts, historical, multicultural, legal, and social work perspectives. This curriculum is intended to be flexible and can be delivered as an introduction for those new to victim advocacy and/or an advanced track for experienced advocates continuing their education and based on needs of target audience.
Training Goals
To provide quality information (evidence-based when available) and resources about victims’ rights, compliance, and enforcement to:
- improve the treatment of victims of crime,
- minimize the impact of crime and secondary victimization on victims,
- improve compliance and enforcement of crime victims' rights,
- prevent rights violations and increasing victim satisfaction, and
- increase public safety.
